The Payroll and Compliance Officer is a dual-role position responsible for managing employee compensation and ensuring strict adherence to government regulatory requirements. This includes maintaining payroll accuracy, statutory compliance (BIR, PHIC, HDMF and DOLE), and fulfilling financial reporting and compliance requirement under SEC, AMLC and, if applicable, BSP regulations. The role plays a vital part in protecting the company from legal and financial risk.
A. Payroll Management- Process bi-monthly payroll for all employees, ensuring accuracy of:
1. Basic pay, overtime, night differential, holiday pay
2. Government-mandated deductions (SSS, PHIC, HDMF, BIR)
3. Company specific deductions (loans benefits, advances)
4. Maintain up-to-date employee payroll records, salary adjustments and benefits history.
5. Coordinate with HR on new hires, terminations, leave credits and attendance summaries.
6. Handle computation and release of final pay, back pay and clearance of resigned employees.
7. Generate and distribute payslips in a secure and timely manner.
B. Regulatory Compliance
1. Maintain a compliance calendar to track deadlines for BIR, SEC, AMLC, SSS, PHIC, HDMF and LGU submissions.
2. Coordinate notarization and submission of documents to the SEC or other regulatory agencies.
3. Ensure registration and renewal of business permits with the LGU and barangay.
4. Monitor and support the company’s Anti-Money Laundering Act (AMLA) compliance requirement
5. Prepare and submit:
o Monthly BIR Forms 1601C and 0619E
o Quarterly BIR Forms 1601E, 2550Q and 1702Q
o Annual BIR Forms 1604C and 1604E and Annual Alphalists of Employees and Payees
o Annual BIR Forms 1702RT and related attachments
o Audited Financial Statements (AFS) to BIR and SEC
o General Information Sheet (GIS) to SEC within 30 days after the annual meeting
o Other reportorial requirements to SEC pertaining to lending companies
o Maintain updated AMLC registration
o Assist in filing AMLA Compliance Forms (AMLA-CF)
o Keep internal records of covered transactions and suspicious activities, if any
C. Internal Controls and Documentation
1. Ensure all disbursements and payroll transactions are supported by proper documentations.
2. Coordinate with the Finance and Accounting teams to ensure consistent financial reporting.
3. Participate in the creation or improvement of compliance checklists, SOPs and risk controls
4. Organize and archive all government filings and compliance documents securely, both physically and digitally.
· Bachelor’s Degree in Accountancy, Finance, Business Administration, or a related field
· At least 3-5 years of relevant experience in payroll processing and government compliance
· Experience in a financial institution or lending company is highly preferred
· Familiar with e-filing platforms such as:
o eBIRForms, eFPS, EFPS eSubmission, SSS R3, Philhealth EPRS, Pag-IBIG HMDF
· Proficient in Excel and payroll/accounting systems.
· Highly detail-oriented, trustworthy and able to maintain confidentiality.
· Excellent time management and organizational skills.
· Strong written and verbal communications, especially in dealing with government agencies.
