Organizational Setting and Reporting Relationship

The position of Principal Planning and Policy Specialist is assigned to the Unit for Nonsovereign Operations (SPNS) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

You will report to Advisor, SPD and Unit Head, SPNS and will oversee Junior team members.

Your Role

As Principal Planning and Policy Specialist, you will (i) lead in developing policies, procedures and strategic approaches to grow nonsovereign operations (NSOs) and mainstream public-private partnerships (PPPs); (ii) lead reviews for NSO-related transactions to support relevant committees which SPD is a member of; (iii) develop financing products and modalities to enhance NSOs and mobilize and promote private financing (iv) work with other institutions, including other multilateral development banks (MDBs), development partners, and private sector entities to support ADB's strategic goals for private sector operations (PSOs) and PPPs; and (v) work within a framework of broad policies, principles and goals, independently selecting work methods.

You Will

  • Develop corporate strategy and contribute to insights and perspectives for the preparation and application of ADB's corporate strategies ensuring alignment for NSO, PPPs and private sector development.
  • Develop and refine policies and directional documents that promote greater collaboration within ADB and among other MDBs that use resources, promote and mobilize private finance, and contribute to the implementation of NSOs and PPPs in ADB's client countries.
  • Review proposals and documentation for relevant transaction committees, such as Investment Committees including Reports and Recommendations of the President, applications and documents submitted for Blended Finance Committee consideration.
  • Coordinate and help achieve ADB's operational objectives in harnessing opportunities for strategy and policy direction, where opportunities arise, e.g. NSO, PPPs, and private sector development.
  • Support ADB's strategic relationships with MDBs, G20, development partners, and private sector entities to achieve NSO and PPP objectives.
  • Facilitate internal and external consultations on new strategies and policies.
  • Participate in policy dialogue on NSOs, PPPs and innovative financing modalities.
  • Develop, review, and reform business processes for NSOs and PPPs in collaboration with concerned departments and coordinate the necessary training.
  • Respond to internal staff queries and external requests for information on ADB's corporate strategies and policies and business processes related to NSOs and PPPs.
  • Undertake assignments, including participation in different committees, working groups and task force; collaborate with other departments on knowledge solutions.
  • Support management's participation in global fora and share knowledge and communicate relevant information and lessons to increase awareness of strategic initiatives and related business operations within ADB.
  • Undertake other responsibilities that may be assigned as reflected in the staff's work plan.

You Will Need

  • Master's Degree or its equivalent in business administration, finance, economics, public administration, law or related diverse fields; or University Degree in related field and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant professional experience, of which at least 5 years includes private sector transactions.
  • Experience in credit assessment, risk mitigation strategies and credit enhancement strategies and instruments.
  • Experience in private sector transactional experience in project finance, capital markets, blended finance, PPPs or structured finance is considered an asset.
  • Experience conceptualizing and formulating policy, business processes and planning documents and presenting them.
  • Relevant legal knowledge in private sector transactions, capital markets, structured finance.
  • International experience working in development in several countries.
  • Written and verbal proficiency in English.
  • Track record in leading diverse teams.
